McKinney - Vento Homeless Act

The purpose of the McKinney-Vento Homeless Education Act is to ensure that homeless students have equal access to the same free, appropriate public education, including a public preschool education, provided to all children in South Carolina. The law requires that state and local educational agencies are required to develop, review and revise policies to remove barriers to the enrollment, attendance and success in school that homeless children and youth may experience.


Under the federal McKinney-Vento Homeless Assistance Act, every school district must appoint a local homeless education liaison to be the key homeless education contact for the district. Local educational agencies must also provide homeless children and youth with the opportunity to meet the same challenging state content and state student performance standards to which all students are held. The law requires that the state monitors student academic outcomes and district compliance.
